12. Surveillance Programmes<br />

each safety system, from sensor <strong>in</strong>put to actuated equipment, as is practicable <strong>in</strong> a s<strong>in</strong>gle<br />

test. Where the entire system from sensor to actuated equipment cannot be tested as a<br />

whole, verification of system response time is accomplished by measur<strong>in</strong>g the response<br />

times of discrete portions of the system and show<strong>in</strong>g that the result of all response times<br />

is with<strong>in</strong> the limits of the overall system requirements.<br />

Calibration and response time are verified by tests that do not require removal of<br />

detectors from their <strong>in</strong>stalled location unless such tests are not capable of detect<strong>in</strong>g<br />

whether response time changes are beyond acceptable limits. In such cases, sensors are<br />

removed for a special bench test if this is practicable. If it is not practicable, then the<br />

manufacturer’s test results may be used, provided that:<br />

Satisfactory assurance is obta<strong>in</strong>ed that age<strong>in</strong>g does not degrade performance<br />

beyond acceptable limits;<br />

The manufacturers’ test results are not <strong>in</strong>validated by the design of the system <strong>in</strong><br />

which the sensor is <strong>in</strong>stalled; and<br />

The test results have been documented and the tests performed <strong>in</strong> accordance with<br />

the quality assurance requirements of the operat<strong>in</strong>g organization’s quality assurance<br />

programme.<br />

12.2.6.4. Functional tests<br />

A functional test ensures that the tested system of component is capable of perform<strong>in</strong>g its<br />

design function. To the extent practicable, SS&C are tested under the conditions <strong>in</strong> which<br />

they are expected to operate to fulfill their <strong>in</strong>tended functions. A functional test of<br />

equipment consists, as appropriate, of one or more of the follow<strong>in</strong>g:<br />

Manual start of equipment. Test duration should be sufficient to achieve stable<br />

operat<strong>in</strong>g conditions. Where start<strong>in</strong>g a specified component is not practical,<br />

operation of the start<strong>in</strong>g device <strong>in</strong> the ‘test’ position may be acceptable if the
