21. Safety Culture<br />

21.2.4.2. Process for develop<strong>in</strong>g and implement<strong>in</strong>g a vision, mission, goals and values<br />

The real power of these concepts is less <strong>in</strong> the words created than <strong>in</strong> the process used to<br />

create them. Employee <strong>in</strong>volvement is essential, but there is a particular emphasis on top<br />

managers and their subord<strong>in</strong>ate managers to lead, communicate and seek <strong>in</strong>put from their<br />

workforce. These concepts have no benefit unless the workforce genu<strong>in</strong>ely shares them.<br />

Develop<strong>in</strong>g a safety related vision: mission, goals and values may be a good start<strong>in</strong>g<br />

po<strong>in</strong>t and a focal po<strong>in</strong>t for <strong>in</strong>itiat<strong>in</strong>g improvements <strong>in</strong> safety culture. Once the vision,<br />

mission, goals and values have been developed, a strategic plan should be developed to<br />

facilitate implementation. This strategic plan should <strong>in</strong>clude policy, organiz<strong>in</strong>g, plann<strong>in</strong>g<br />

and implementation, a means of measur<strong>in</strong>g performance and review mechanisms,<br />

supplemented by appropriate audits.<br />

Facilitation/coach<strong>in</strong>g. Coach<strong>in</strong>g of employees by managers to improve safety performance<br />

is important. There should be a process of cont<strong>in</strong>uous evolution of improved safety rather<br />

than satisfaction with achiev<strong>in</strong>g safety targets. In some organizations, use is made of<br />

<strong>in</strong>dividuals who have special skills <strong>in</strong> encourag<strong>in</strong>g change <strong>in</strong> human attitude and<br />

behaviour. These <strong>in</strong>dividuals are referred to as facilitators. Some general characteristics<br />

of a facilitator are shown later <strong>in</strong> this presentation. In some organizations the manager<br />

would assume the role of facilitator.<br />

The facilitator has to help others cope with change and act as a teacher of skills to teams<br />

and leaders. This should <strong>in</strong>corporate any feedback and constructive dialogue on safety<br />

culture. Whoever undertakes the role of facilitator must model and exemplify the<br />

behaviours and attitudes of any new culture developed for the organization.<br />

An on‐go<strong>in</strong>g activity for this <strong>in</strong>dividual is the constant coach<strong>in</strong>g and encouragement of all
