5. SITING CONSIDERATIONS<br />

made the site‐plant relation explicit. This is done <strong>in</strong> the first sentence of Article 106: “The<br />

substance of this code is the evaluation of those site‐related factors that shall be taken <strong>in</strong>to<br />

account to ensure that plant‐site comb<strong>in</strong>ation does not constitute an unacceptable risk<br />

throughout the lifetime of the plant.”<br />

In other words, the safety of the plant cannot be understood or ensured unless the site‐<br />

plant comb<strong>in</strong>ation has been taken <strong>in</strong>to account. Article 107 of the code makes the<br />

acceptability of the site a prerequisite. A set of criteria was therefore necessary to shape<br />

and def<strong>in</strong>e parameters related to the various possible phenomena or events affect<strong>in</strong>g the<br />

site.<br />

The site‐plant relation applies to two ma<strong>in</strong> categories of issues:<br />

Land devoted to dairy farm<strong>in</strong>g, its size and yield;<br />

Studies of the stresses and aggressions that can reach the plant from the site and its<br />

natural or human environment;<br />

Tak<strong>in</strong>g physical, biological, and demographic characteristics <strong>in</strong>to account <strong>in</strong> the<br />

assessment and application of measures to limit the consequences of discharges, <strong>in</strong><br />

particular <strong>in</strong> an accidental situation.<br />

All safety arrangements will be developed under these two head<strong>in</strong>gs. The follow<strong>in</strong>g must<br />

be identified:<br />

General criteria;<br />

Criteria concern<strong>in</strong>g natural external events;<br />

Criteria concern<strong>in</strong>g external aggressions due to human activity;<br />

Criteria def<strong>in</strong><strong>in</strong>g the impact on the plant;
