<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

<strong>in</strong>dicat<strong>in</strong>g: fire load<strong>in</strong>g, entrance methods, equipment power supplies, personnel<br />

evacuation routes and smoke and water evacuation plans.<br />

Where site fire fight<strong>in</strong>g capability is supplemented by assistance from local civil fire<br />

fight<strong>in</strong>g organizations, the outside organization is properly tra<strong>in</strong>ed and equipped to<br />

provide mean<strong>in</strong>gful support.<br />

15.2.9. Commission<strong>in</strong>g<br />

Specific approval by the regulatory body is required before the start of normal operation.<br />

Such approval will be on the basis of an appropriate safety analysis report and a<br />

commission<strong>in</strong>g program. The commission<strong>in</strong>g program provides evidence that the<br />

<strong>in</strong>stallation as constructed meets the design <strong>in</strong>tent and complies with the safety<br />

requirements. Operat<strong>in</strong>g procedures are validated, to the extent practicable, as part of the<br />

commission<strong>in</strong>g program, with the participation of the future operat<strong>in</strong>g personnel.<br />

The commission<strong>in</strong>g program meets the objectives of the operat<strong>in</strong>g organization and is<br />

approved by the regulatory body. It is divided <strong>in</strong>to review stages, and progression from<br />

one stage to the next does not cont<strong>in</strong>ue until an evaluation of the results available from<br />

the commission<strong>in</strong>g tests and an audit have been carried out to ascerta<strong>in</strong> that all objectives<br />

and regulatory requirements have been met.<br />

Authorities and responsibilities for the commission<strong>in</strong>g process are clearly def<strong>in</strong>ed and<br />

delegated to the <strong>in</strong>dividuals perform<strong>in</strong>g the work. The <strong>in</strong>terfaces between those groups<br />

<strong>in</strong>volved <strong>in</strong> commission<strong>in</strong>g (e.g. design, construction, contractors, commission<strong>in</strong>g and<br />

operations groups) are clearly def<strong>in</strong>ed and properly controlled. A sufficient number of<br />

qualified operations personnel, at all levels and <strong>in</strong> all areas, are directly <strong>in</strong>volved <strong>in</strong> the<br />
