7. Quality Assurance<br />

documents for procurement of items and services. Procurement documents shall require<br />

to the extent necessary, Suppliers to have a quality assurance program consistent with the<br />

applicable requirements of Part 1.<br />

Supplement 4S‐1: Content of the Procurement Documents: Scope; Technical<br />

requirements; QA program requirements; Right to access; Documentation requirements;<br />

Non‐conformances; and Spare parts: Procurement Document Review and Changes<br />

thereto.<br />

Appendix 4A‐1: Procurement document review; Typical scope of procurement effort‐<br />

design, construction, test<strong>in</strong>g and operational phases; Categorization of procurement<br />

actions; General log considerations; Importance of malfunction or failure‐ complexity or<br />

uniqueness, need for special controls and surveillance, degree of functional<br />

demonstration by <strong>in</strong>spection or test, and quality history; Logic chart; Methods of<br />

specify<strong>in</strong>g QA program requirements; Example of overall method; and examples of<br />

unique order method.<br />

<strong>Basic</strong> Requirement 5 ‐ Instructions, Procedures, and Draw<strong>in</strong>gs: Activities affect<strong>in</strong>g<br />

quality shall be prescribed by and performed <strong>in</strong> accordance with documented <strong>in</strong>structions,<br />

procedures, or draw<strong>in</strong>gs of a type appropriate to the circumstances. These documents<br />

shall <strong>in</strong>clude or reference appropriate quantitative or qualitative acceptance criteria for<br />

determ<strong>in</strong><strong>in</strong>g that prescribed activities have been satisfactorily accomplished.<br />

<strong>Basic</strong> Requirement 6 ‐ Document Control: The preparation, issue, and change of<br />

documents that specify quality requirements or prescribe activities affect<strong>in</strong>g quality shall<br />

be controlled to assure that correct documents are be<strong>in</strong>g employed. Such documents,<br />

<strong>in</strong>clud<strong>in</strong>g changes thereto, shah be reviewed for adequacy and approved for release by<br />

authorized personnel
