Safety and production are seen as <strong>in</strong>ter‐dependent.<br />

Collaborative relationships are developed between the organization and regulators,<br />

suppliers, customers and contractors.<br />

Short‐term performance is measured and analysed so that changes can be made<br />

which improve long‐term performance.<br />

People are respected and valued for their contribution.<br />

The relationship between management and employees is respectful and supportive.<br />

Aware of the impact of cultural issues, and these are factors considered <strong>in</strong> key<br />

decisions.<br />

The organization rewards not just those who ‘produce’ but also those who support<br />

the work of others. Also, people are rewarded for improv<strong>in</strong>g processes as well as<br />

results.<br />

The above characteristics describ<strong>in</strong>g each of the three stages of evolution could serve as<br />

the basis for a survey to establish which stage an organization has reached.<br />

Irrespective of the size of the organization, a pre‐requisite for the development of a good<br />

safety culture is the visible commitment of the person or persons responsible for lead<strong>in</strong>g<br />

the organization or group.<br />

There is a wide range of practices that are of potential value <strong>in</strong> the practical development<br />

of a progressive safety culture. Many practices are already identified <strong>in</strong> INSAG‐4 and<br />

some additional practices not specifically mentioned <strong>in</strong> INSAG‐4 are already commonly<br />

accepted as be<strong>in</strong>g of value <strong>in</strong> the development of an effective organization. A subset of<br />

practices, judged to be of particular relevance to the development of a safety culture, is<br />

described later <strong>in</strong> more detail.<br />
