limitations on the operator’s subsequent activities; or<br />

(2) The refusal of such an authorization.<br />

The regulatory body shall formally record the basis for these decisions. Any subsequent<br />

amendment, renewal, suspension or revocation of the authorization shall be undertaken <strong>in</strong><br />

accordance with a clearly def<strong>in</strong>ed and established procedure. The procedure shall <strong>in</strong>clude<br />

requirements for timely submission of applications for renewal or amendment of<br />

authorizations. For amendment and renewal, the associated regulatory review and<br />

assessment shall be consistent with para. 503.<br />

3.7.4.2. Review and assessment<br />

The extent to which review and assessment shall be performed will vary, depend<strong>in</strong>g on<br />

the stage <strong>in</strong> the regulatory process and the potential magnitude and nature of the hazard<br />

associated with the particular facility or activity.<br />

In its review and assessment activities the regulatory body shall def<strong>in</strong>e, and make<br />

available to the operator, details of the pr<strong>in</strong>ciples and associated criteria on which its<br />

judgments and decisions are based.<br />

A primary basis for the review and assessment is the <strong>in</strong>formation submitted by the<br />

operator. A thorough review and assessment of the operator’s technical submission shall<br />

be performed by the regulatory body <strong>in</strong> order to determ<strong>in</strong>e whether the facility or activity<br />

complies with the safety objectives, pr<strong>in</strong>ciples and criteria. In do<strong>in</strong>g this, the regulatory<br />

body shall acquire an understand<strong>in</strong>g of the design of the facility or equipment, the safety<br />

concept on which the design is based, and the operat<strong>in</strong>g pr<strong>in</strong>ciples proposed by the<br />

operator, to satisfy itself that:<br />

(1) The available <strong>in</strong>formation demonstrates the safety of the facility or proposed<br />
