<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

Test<strong>in</strong>g consists of post ma<strong>in</strong>tenance test<strong>in</strong>g, surveillance test<strong>in</strong>g and <strong>in</strong>‐service <strong>in</strong>spection<br />

test<strong>in</strong>g. The purpose of the tests is to confirm that the structures, systems and components<br />

(SS&C) cont<strong>in</strong>ue to meet the design <strong>in</strong>tent.<br />

12.1.1. Surveillance<br />

The operat<strong>in</strong>g organization establishes the surveillance programme, which verifies that<br />

the SS&C important to safety are cont<strong>in</strong>uously ready to operate and are able to perform<br />

their safety functions as designed. Such a surveillance programme also detects age<strong>in</strong>g<br />

trends to prevent potential long‐term degradation.<br />

The objectives of the surveillance programme are basically to detect and correct any<br />

anomalous condition before it significantly affects safety. The anomalous conditions<br />

which are of concern to the surveillance programme <strong>in</strong>clude not only deficiencies <strong>in</strong><br />

SS&C, software performance and errors <strong>in</strong> human performance, but also trends with<strong>in</strong> the<br />

accepted limits, the analysis of which may <strong>in</strong>dicate that the plant is deviat<strong>in</strong>g from the<br />

design <strong>in</strong>tent.<br />

12.1.2. In‐service <strong>in</strong>spection<br />

Dur<strong>in</strong>g the plant’s service life, the operat<strong>in</strong>g organization exam<strong>in</strong>es SS&C for possible<br />

deterioration so as to determ<strong>in</strong>e whether they are acceptable for cont<strong>in</strong>ued safe operation<br />

or whether remedial measures are necessary. Emphasis is placed on exam<strong>in</strong>ation of the<br />

pressure boundaries of the primary and secondary coolant system because of their<br />

importance to safety and the possible severity of the consequences of failure.<br />
