“The wake‐up call from the TMI‐2 accident (Refer to Fig. 16.4.1) to the nuclear <strong>in</strong>dustry<br />

and the regulatory authorities was the realization that <strong>in</strong> spite of many years of earnest<br />

efforts at prevention of a core‐melt accident, such an accident can occur. It was also<br />

realized that only a core‐melt accident will provide the public hazard of LWRs. The<br />

Chernobyl accident (Refer to Fig. 16.4.2) provided a vivid demonstration of the hazard of<br />

the core‐melt accident to the public, if the conta<strong>in</strong>ment fails. It was clear that such<br />

accidents had to be prevented and mitigated; and towards that purpose a knowledge‐base<br />
