important to safety are required to hold a formal authorization; this may be issued or<br />

acknowledged by the regulatory body <strong>in</strong> accordance with national requirements.<br />

All members of the operat<strong>in</strong>g organization whose duties can have a bear<strong>in</strong>g on safety are<br />

medically exam<strong>in</strong>ed on appo<strong>in</strong>tment, and as subsequently required to ensure that their<br />

fitness is appropriate to the duties and responsibilities assigned to them.<br />

A suitable program is established and ma<strong>in</strong>ta<strong>in</strong>ed for the tra<strong>in</strong><strong>in</strong>g of personnel before their<br />

assignment to duties that may affect safety. <strong>Tra<strong>in</strong><strong>in</strong>g</strong> emphasizes the paramount<br />

importance of safety <strong>in</strong> all aspects of plant operation. Advantage is taken of the<br />

commission<strong>in</strong>g activities to provide additional tra<strong>in</strong><strong>in</strong>g and first hand experience for the<br />

plant personnel.<br />

The plant manager is responsible for the qualification of plant staff and shall support the<br />

tra<strong>in</strong><strong>in</strong>g organization with the necessary resources and facilities. L<strong>in</strong>e managers and<br />

supervisors are responsible for the competence of their personnel. They are <strong>in</strong>volved <strong>in</strong><br />

def<strong>in</strong><strong>in</strong>g the tra<strong>in</strong><strong>in</strong>g needs, and ensur<strong>in</strong>g that the tra<strong>in</strong><strong>in</strong>g provided reflects operat<strong>in</strong>g<br />

experiences. Managers and supervisors ensure that production requirements do not<br />

conflict with the conduct of the tra<strong>in</strong><strong>in</strong>g program.<br />

The operat<strong>in</strong>g organization ensures that all personnel who may be required to perform<br />

duties affect<strong>in</strong>g safety have a sufficient understand<strong>in</strong>g of the plant and its safety<br />

features and sufficient other competencies, such as management and supervisory skills,<br />

to perform the relevant duties safely. The operat<strong>in</strong>g organization ensures that the<br />

qualifications and tra<strong>in</strong><strong>in</strong>g of external personnel are adequate for the safety duties to be<br />

performed.<br />

Performance based programs for <strong>in</strong>itial and cont<strong>in</strong>u<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g are developed and
