15. Operational Safety<br />

Development and compilation of operational records as well as <strong>in</strong>formation to be<br />

<strong>in</strong>cluded <strong>in</strong> the logbooks;<br />

Production of operational reports for management, other groups and authorities as<br />

required;<br />

Conduct of rout<strong>in</strong>e meet<strong>in</strong>gs dur<strong>in</strong>g operation and dur<strong>in</strong>g outages with<strong>in</strong> the<br />

operational department, and with ma<strong>in</strong>tenance and support<strong>in</strong>g groups and<br />

associated management;<br />

Provisions for prompt support of shift supervisors after day staff work<strong>in</strong>g hours <strong>in</strong><br />

case of problems <strong>in</strong> the fields of ma<strong>in</strong>tenance, radiation protection, water<br />

chemistry, etc.;<br />

Provision to ensure an adequate organization to supervise the refuel<strong>in</strong>g activities;<br />

Supervision of shift activities by the Shift Supervisor and Operations Supervisor.<br />

The plant management establishes goals and objectives for the direct operat<strong>in</strong>g group.<br />

Management also establishes policies and programs to implement station requirements.<br />

Staff<strong>in</strong>g levels of shift crews ensure sufficient numbers of authorized operators and other<br />

staff for the reliable accomplishment of assigned tasks. Staff<strong>in</strong>g levels should also<br />

provide adequate redundancy and diversity of the skills needed <strong>in</strong> emergency situations.<br />

Each position <strong>in</strong> the organization must be staffed with suitably qualified and authorized<br />

<strong>in</strong>dividuals. The process of selection, tra<strong>in</strong><strong>in</strong>g and job rotation should be well<br />

programmed to develop and ma<strong>in</strong>ta<strong>in</strong> capabilities, and to provide the necessary staff<br />

motivation.<br />

There are shift schedul<strong>in</strong>g practices and requirements for provid<strong>in</strong>g adequate rest before<br />

go<strong>in</strong>g on duty as well as policies and practices for ensur<strong>in</strong>g operations personnel fitness
