particular, for power stations, the ultimate cool<strong>in</strong>g function.<br />

These events are taken <strong>in</strong>to account accord<strong>in</strong>g to the same criteria as natural events.<br />

5.2.5. Criteria def<strong>in</strong><strong>in</strong>g the impact on the plant<br />

Transfers must be estimated for the various possible routes: atmospheric, hydrological<br />

(surface water), hydrogeological (underground water). These evaluations are essential for<br />

evaluat<strong>in</strong>g the radiological impact <strong>in</strong> a normal situation, and even more so <strong>in</strong> an accident<br />

situation.<br />

5.2.6. Demographic criteria connected with emergency plann<strong>in</strong>g<br />

The protection of populations <strong>in</strong> an accident situation <strong>in</strong>volves knowledge of a set<br />

of factors that may <strong>in</strong>fluence the implementation of emergency plans. These are, <strong>in</strong><br />

particular, the follow<strong>in</strong>g po<strong>in</strong>ts:<br />

Density and distribution of populations;<br />

Characteristics that may affect public health (farm and dairy production, water<br />

supply, sanitary equipment, etc.).<br />

There must be a clear census of all factors relevant to the effective implementation of<br />

emergency plans.<br />
