<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

developed by the operat<strong>in</strong>g organization and implemented by all site personnel. This<br />

policy shall give plant safety the utmost priority, overrid<strong>in</strong>g if necessary, the demands of<br />

production and project schedules. It shall require a commitment to excellent performance<br />

<strong>in</strong> all activities important to the safety of the plant and encourage a question<strong>in</strong>g attitude.<br />

Although the operat<strong>in</strong>g organization may already have an organizational structure for<br />

manag<strong>in</strong>g non‐NPPs, this special emphasis and the commitment to achieve nuclear safety<br />

will require more than a simple extension of the exist<strong>in</strong>g organizational structure. In<br />

establish<strong>in</strong>g the structure of the organization, consideration shall be given to the<br />

respective four ma<strong>in</strong> functions, i.e. policy mak<strong>in</strong>g, operat<strong>in</strong>g, support<strong>in</strong>g, and review<strong>in</strong>g.<br />

A documented organizational structure shall be established by the operat<strong>in</strong>g organization<br />

to ensure that all functions and responsibilities required to the operat<strong>in</strong>g organization with<br />

respect to achiev<strong>in</strong>g safe operation of NPPs are discharged. This structure shall <strong>in</strong>dicate<br />

the staff<strong>in</strong>g arrangements with<strong>in</strong> the categories of direct l<strong>in</strong>e operat<strong>in</strong>g personnel and<br />

support<strong>in</strong>g personnel. There shall be clear l<strong>in</strong>es of authority established to deal with<br />

matters bear<strong>in</strong>g on nuclear plant safety. The extent to which the support functions are self<br />

‐sufficient or dependent upon services from outside the plant organization shall be<br />

demonstrated by functional organizational charts, <strong>in</strong>clud<strong>in</strong>g manpower resource<br />

allocation, together with a specification of the duties and responsibilities of key<br />

personnel.<br />

The operat<strong>in</strong>g organization shall be staffed with competent managers and sufficient<br />

qualified personnel hav<strong>in</strong>g the proper awareness of the technical and adm<strong>in</strong>istrative<br />

requirements for safety, and the motivation to adopt an attitude of safety consciousness.<br />

Attitudes towards nuclear safety shall be one of the selection criteria when hir<strong>in</strong>g or<br />

promot<strong>in</strong>g managers. Staff performance appraisals shall <strong>in</strong>clude a section on attitudes<br />

towards safety.<br />

All activities that may affect safety shall be performed by suitably qualified and<br />
