<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

regulatory body. The operat<strong>in</strong>g organization and the regulatory body shall<br />

establish complementary programmes to analyse operat<strong>in</strong>g experience to ensure<br />

that lessons are learned and acted upon. Such experience shall be shared with<br />

relevant national and <strong>in</strong>ternational bodies.<br />

3.2.4.5. Radioactive waste management and decommission<strong>in</strong>g<br />

The generation of radioactive waste needs to be limited, <strong>in</strong> terms of both activity and<br />

volume, by design measures and operat<strong>in</strong>g practices, as much as is reasonably achievable.<br />

Radioactive waste treatment and <strong>in</strong>terim storage need to be provided and strictly<br />

controlled <strong>in</strong> a manner that is also consistent with f<strong>in</strong>al disposal requirements.<br />

The fact that a nuclear <strong>in</strong>stallation will cease operation and may be dismantled and<br />

removed has to be recognized and appropriate precautions taken. The design of the<br />

<strong>in</strong>stallation needs to address the limitation of radiation exposures to site personnel and of<br />

release of radioactive material to the environment as far as is reasonably achievable<br />

dur<strong>in</strong>g dismantl<strong>in</strong>g. A suitable decommission<strong>in</strong>g programme needs to be approved by the<br />

regulatory body prior to the <strong>in</strong>itiation of decommission<strong>in</strong>g.<br />

Pr<strong>in</strong>ciples<br />

(22) The generation of radioactive waste, <strong>in</strong> terms of both activity and volume, shall be<br />

kept to the m<strong>in</strong>imum practicable by appropriate design measures and operat<strong>in</strong>g<br />

practices. Waste treatment and <strong>in</strong>terim storage shall be strictly controlled <strong>in</strong> a<br />

manner consistent with the requirements for safe f<strong>in</strong>al disposal.<br />

(23) The design of an <strong>in</strong>stallation and the decommission<strong>in</strong>g programme shall take <strong>in</strong>to<br />

account the need to limit exposures dur<strong>in</strong>g decommission<strong>in</strong>g to as low as is<br />

reasonably achievable. Prior to the <strong>in</strong>itiation of decommission<strong>in</strong>g activities, the<br />

decommission<strong>in</strong>g programme shall be approved by the regulatory body.<br />
