12. Surveillance Programmes<br />

All equipment used for exam<strong>in</strong>ations and tests are of a quality, range and accuracy<br />

acceptable <strong>in</strong> accordance with standards recognized by the competent authority. Similar<br />

standards apply to calibration blocks, where they are needed. If such standards for<br />

calibration blocks are not established, these blocks are of the identical material and<br />

surface f<strong>in</strong>ish and are subject to the same fabrication (construction) conditions (such as<br />

heat treatment) as the component be<strong>in</strong>g exam<strong>in</strong>ed. Where possible, the same calibration<br />

blocks as used dur<strong>in</strong>g manufacture and for pre‐service <strong>in</strong>spections are also used for<br />

subsequent <strong>in</strong>‐service <strong>in</strong>spections.<br />

All items of equipment, together with their accessories, are calibrated before they are<br />

used. All equipment is properly identified with calibration records, and validity of<br />

calibration is verified regularly by the operat<strong>in</strong>g organization <strong>in</strong> accordance with the<br />

quality assurance programme. Items are calibrated aga<strong>in</strong>st standards recognized by the<br />

competent authority.<br />

12.3.7. Qualification of <strong>in</strong>‐service <strong>in</strong>spection systems<br />

Qualification <strong>in</strong> this subchapter is def<strong>in</strong>ed as the systematic assessment, by all those<br />

methods that are needed, to provide reliable confirmation that the non‐destructive test<strong>in</strong>g<br />

system (equipment, procedure and personnel) is capable of achiev<strong>in</strong>g the required<br />

performance under real <strong>in</strong>spection conditions.<br />

The detailed scope of a qualification process, <strong>in</strong> terms of required <strong>in</strong>spection area(s),<br />

NDT method(s), defects be<strong>in</strong>g sought and required <strong>in</strong>spection effectiveness is a matter to<br />

be agreed upon, <strong>in</strong> written form, between the operat<strong>in</strong>g organization and the regulatory
