3. <strong>Basic</strong> Pr<strong>in</strong>ciples Of Nuclear Safety<br />

Verification of the safety of a nuclear <strong>in</strong>stallation over its lifetime <strong>in</strong>cludes many<br />

activities, such as:<br />

Application of quality assurance pr<strong>in</strong>ciples at all stages;<br />

Independent assessment of the safety of the design;<br />

Review of site related factors;<br />

Review of tests dur<strong>in</strong>g construction and commission<strong>in</strong>g;<br />

Cont<strong>in</strong>u<strong>in</strong>g monitor<strong>in</strong>g and <strong>in</strong>spection of the <strong>in</strong>stallation dur<strong>in</strong>g operation,<br />

<strong>in</strong>clud<strong>in</strong>g environmental monitor<strong>in</strong>g; and<br />

Assessment of the need for and the control of modifications.<br />

Safety verification also means that the operat<strong>in</strong>g organization has the responsibility to<br />

ensure that events important to safety are reviewed <strong>in</strong> depth and that, when necessary,<br />

equipment is modified, procedures are revised and tra<strong>in</strong><strong>in</strong>g is given to prevent recurrence.<br />

Access to <strong>in</strong>formation and relevant experience from similar <strong>in</strong>stallations worldwide is<br />

essential <strong>in</strong> such reviews.<br />

The operat<strong>in</strong>g organization additionally must carry out systematic reviews of safety to<br />

confirm that the safety analysis for the <strong>in</strong>stallation rema<strong>in</strong>s valid, or, if necessary, to<br />

implement safety improvements. Such reviews need to consider the cumulative effects of<br />

modifications, changes to procedures, the age<strong>in</strong>g of components, operat<strong>in</strong>g experience<br />

and technical developments. Operational limits and conditions need to be reviewed at the<br />

same time and modified, as required, with account taken of operat<strong>in</strong>g experience and<br />

technological developments. Special safety reviews of the <strong>in</strong>stallation must be conducted
