environment from harmful effects of ioniz<strong>in</strong>g radiation from such <strong>in</strong>stallations;<br />

To prevent accidents with radiological consequences and to mitigate such<br />

consequences.<br />

For each Contract<strong>in</strong>g Party, the Convention applies to the safety of nuclear <strong>in</strong>stallations<br />

(i.e. land‐based civil nuclear power plant‐NPP) <strong>in</strong>clud<strong>in</strong>g such storage, handl<strong>in</strong>g and<br />

treatment of facilities for radioactive materials as are on the same site and are directly<br />

related to the operation of the NPP. Safety pr<strong>in</strong>ciples presented <strong>in</strong> the Nuclear Safety<br />

Convention are presented <strong>in</strong> Table 3.4.<br />

Implement<strong>in</strong>g measures<br />

Each Contract<strong>in</strong>g Party shall take, with<strong>in</strong> the framework of its national law, the<br />

legislative, regulatory and adm<strong>in</strong>istrative measures and other steps necessary for<br />

implement<strong>in</strong>g its obligations under this Convention.<br />

Each Contract<strong>in</strong>g Party shall submit for review prior to each review meet<strong>in</strong>g, a National<br />

Report on the measures it has taken to implement each of the obligations of the<br />

Convention. National Reports should, among other requirements, demonstrate that:<br />

The appropriate steps taken to ensure that the safety of nuclear <strong>in</strong>stallations is<br />

reviewed and ensure that all reasonably practicable improvements are made as a<br />

matter of urgency to upgrade the safety of the nuclear <strong>in</strong>stallation;<br />

The legislative and regulatory framework is established and ma<strong>in</strong>ta<strong>in</strong>ed;<br />

The appropriate steps are taken to ensure an effective separation between the<br />

Regulatory Body and those of any other body or organization concerned, with the<br />

promotion or utilization of nuclear energy;<br />

A Regulatory Body entrusted with the implementation of the legislative and<br />
