secondary control facility is available for the safe shutdown of the plant if the ma<strong>in</strong><br />

control facility were to become un<strong>in</strong>habitable.<br />

Plant good housekeep<strong>in</strong>g is evident. The follow<strong>in</strong>g items show clearly the plant<br />

cleanl<strong>in</strong>ess: pa<strong>in</strong>t<strong>in</strong>g, condition of components, sumps and thermal <strong>in</strong>sulation, the<br />

presence and control of leakage, obstructions, floor surfaces, label<strong>in</strong>g of components and<br />

the post<strong>in</strong>g of signs and directions <strong>in</strong> rooms, route post<strong>in</strong>g, light<strong>in</strong>g, and post<strong>in</strong>g and<br />

status of doors. Important issues are also radiation protection, safety, emergency, first aid,<br />

and fire protection facilities.<br />

15.2.4. Operat<strong>in</strong>g rules and procedures<br />

Operat<strong>in</strong>g personnel operate the plant with safe work<strong>in</strong>g practices so as to generate the<br />

required electrical output while keep<strong>in</strong>g the plant's operation with<strong>in</strong> the Limit<strong>in</strong>g<br />

Conditions for Operation, and <strong>in</strong> accordance with the policy of the operat<strong>in</strong>g organization<br />

and the requirements of the regulatory body.<br />

Comprehensive operat<strong>in</strong>g procedures are provided for the operators. The guidance<br />

provided <strong>in</strong> the procedures is clear, concise, verified for its accuracy and validity, and<br />

adequate to enable tra<strong>in</strong>ed operators to perform their activities. The procedures are<br />

supported by reference material such as system descriptions, flow sheets, wir<strong>in</strong>g<br />

diagrams, and logic diagrams. The procedures and reference material are clearly<br />

identified and readily accessible <strong>in</strong> the control room.<br />
