Phase“ und einer anschließenden Notversorgung von außen stand der NWDR im
Herbst 1945 an der Schwelle zur programmlichen Selbständigkeit:
“We learn from Radio Hamburg that they expect shortly to be able to produce
their own news bulletins (at present they relay those of the B.B.C.), and to cease
relaying shortly the political and cultural programmes of the B.B.C. They further
expect sufficient native talent and material to be available and organized within
the next two or three weeks to make them independent of London in this
respect.” 383
Wollten die Briten im NWDR eine Sendeanstalt nach Muster der BBC aufbauen, so
mussten sie zwar die Übernahmen von Sendungen des BBC German Home Service
einstellen, gleichzeitig aber waren sie auf das BBC-Fachwissen und –Personal
angewiesen, um im NWDR eine journalistische Plattform nach angelsächsischem
Muster bereitzustellen. Dazu bedurfte es einer klaren Abgrenzung. Dem Chef der
Medienkontrollbehörde Alexander Bishop erschien die Parallelbespielung durch
BBC und NWDR als „dangerous situation“, wie er im November 1945 schrieb:
“I am anxious to clear up together with you in the near future the problem of the
relation between the BBC German Service and the NWDR. […] At present the BBC
German Service gives great deal of news about German internal affairs, and a
number of talks on them, derived from various sources, controlled and
uncontrolled, and subject to a broad policy control by PID, which inevitably cannot
extend to every news item and point of detail. As regards NWDR, it is and will for
some time be our policy to maintain close control over the sources, presentation
and communication of internal German news to the public in our zone.” 384
Bishops Brief trat eine umfangreiche Korrespondenz los, mit einer Vielzahl an
Entwürfen, Überarbeitungen und Inkenntnissetzungen, die um die Frage kreisten,
