that we are putting out news and pictures, very soon music and films but that
there is no direction and the Germans are the first to ask for it. I agree that they
must work out their own salvation but for Heaven’s sake let’s give them a push in
the right direction.” 553
Die Unzufriedenheit spiegelte sich in Aufrufen auf höchster Ebene der
Militärregierung, gegen Orientierungslosigkeit und Desinformation in der
deutschen Bevölkerung mit neuen Konzepten anzugehen. 554 Inzwischen war den
Verantwortlichen klar geworden, dass Freiheit der Rede und demokratische
Mitwirkung zwar nicht mit Vorschriften zu erzwingen waren, dass jedoch eine
zielführende Informationspolitik nicht nur Grenzen im Sinne von Zensur und
Kontrolle, sondern auch thematische Schwerpunkte bestimmen sollte:
“The essential task is to provide news, talks and features of the type which serve
the ends of British reconstruction and education policy, at first under close control
and later through Germans working under more general supervision. Radio
Hamburg will be the first training ground for a German Home Service, where the
news writers, entertainment producers, speakers and talks editors of the future
will be tested.” 555
Es blieb die Überzeugung der Briten, dass der Qualitätsstandard des deutschen
Personals für die inhaltliche Beschaffenheit des Programms maßgeblich war und
nicht umgekehrt. Vor diesem Hintergrund war die entscheidende Frage, welches
der ordnungspolitische Rahmen für die Entfaltung der neuen Belegschaft sein
sollte.
