a matter of the highest priority.“ 446 Die Autonomie der Kontrollbehörden war indes
so groß, dass die Offiziere im Sender ohne Direktiven an die Rekrutierung eines
deutschen Personalstamms herangingen. Sie taten dies nicht – wie es manche
Memoiren verklärend darstellen – in tollkühner Eigenregie, sondern in
Übereinstimmung mit der Strategie der „indirect rule“, wie sie Bishop im Sommer
1945 bei einer Grundsatzrede vor der internationalen Presse in Berlin unterstrich.
Erstmals sprach er vom vorrangigen Besatzungsziel der „spiritual reeducation and
reorientation of the German people.” 447 Die Notwendigkeit, inhaltliche
Verantwortung auf deutsche Mitarbeiter zu delegieren, stand außer Frage:
“We are convinced that what one learns by one’s own initiative practice makes a
far deeper impression than that which one is ordered to learn by heart. What one
teaches oneself is more useful than that which others may try to teach one. We
are not trying to create a New Ministry of Propaganda, which instils prescribed
ideas into the Germans, but we want, as far as possible, to give Germans the
chance to express their own ideas and to run their own news service.” 448
Es war die Handschrift der Re-education-Politiker, die aus diesem
Grundsatzmanifest zu lesen war, und zu deren Anhänger sich Bishop erklärte.
Gleichzeitig betonte er Vorsicht und Kontrolle bei der Auswahl der deutschen
Mitarbeiter insbesondere im Rundfunk:
“In the present phase the responsibility of handling a publicity medium of such
far-reaching influence cannot be handed over to any German. But under British
supervision Germans will be given more opportunity to arrange programmes, to
give talks and to discuss German problems.” 449
