Deutschen anzusehen waren. Dies betraf zum einen Greenes Vorstellungen von
einer sichtbaren Präsenz der Kontrollbehörde im NWDR, die im Gegensatz zur
Reduzierung des britischen Einflusses standen:
“I do not agree that the power which remains to us under the Press and Radio
Law could only be exercised by someone in daily and continuous contact with
NWDR as in fact we are trying to withdraw from day-to-day interference […]. It
may be true as Carleton Greene suggests that a BBC Liaison Mission would create
an unusual situation, but this applies far more to an inflated ISD team at this
stage and I agree with you that it would be unwise to rely on our present prestige
in NWDR as a ‘raison d’etre’ for an ISD staff.” 771
Andererseits bestand die Gefahr, dass die Beratungsreisen Greenes zwischen
London und Hamburg als britische Intervention interpretiert werden konnten:
“In the light of present situation with N.W.D.R. and in view of the fact that a new
chairman of the Administrative Council will have to be elected before 31 st March a
visit by Greene could be interpreted as an attempt on our part to influence the
course of events.” 772
Obwohl die Beraterrolle Greenes in der Umbruchphase des NWDR umstritten war,
hielt das Foreign Office bis Ende 1950 daran fest, als man die schwerste Krise
überwunden glaubte. 773 Bis dahin behielt Greene seine Pendeldiplomatie bei, um
durch Gespräche mit den zerstrittenen Parteien den „battle for the soul of
