SokolovBessarabia and setting of consul-generals; about the Russian mission inBucharest etc. In the period of war with Napoleon follow the decrees ofemperor Alexander the I st on organization of management on principalities(1812).In connection with establishment of protectorate of Russia aboveprincipalities, it is very interesting to look trough the messages and letters,sent to the plenipotentiary chairman of divans of Moldavia and Wallachia,lieutenant-general, count Kiselev P.D. from the vice-chairman of divans,consul-generals, clergy and other of persons, who worked in principalities;including Vakarsko, Mirkovich, Ghice, Sturdza, Khoresko etc.In the funds of RGIA are kept the projects of contracts and agreementsbetween Russia and Turkey on a question about the protectorate of Russiaabove Wallachia and Moldavia, about organization of elections of princes1828-1830. Particular interest causes documents about creation of theRussian governmental committees for drafting of new code of law – organicstatute, which long remained the basic constitutional law of the Romanianpeople, defining the order of electing of rulers, financial management, legalproceeding.Among materials about Crimean (East) and Russia-Turkish (1877-1878) wars it should be noted message of foreign Ministry about financialposition of Moldavia and Wallachia; case about the order of transmissionby the Romanian government part of Bessarabia according to Berlin treatise(1878-1879) to Russia; about a conclusion of conventions with Romania.The funds of Ministry of Emperor’s Court keep materials aboutaudiences of an emperor to the appointed Romanian envoys E.
