Romania sustained the national movement of the BalkanRomanian throughout material nature aids and by diplomatic means.After the disappearing of the conflict between the inspector ApostolMărgărit and a part of teachers, the administration of schools and churcheshas been put under the control of the Legation of Constantinople and theconsulates of Thessaloniki, Monastir and Ianina. New school reviewerswere appointed who were in charge of controlling the activity of theRomanian schools in the empire and intervened with local authorities toobtain the operation permits.In the school year 1903-1904 in the Ottoman Empire operated 84Romanian primary schools distributed in the 4 districts as follows: 10in Albania, 26 in Bitolia, 25 in Epir and 23 in Thessaloniki, with a totalnumber of 3,500 students prepared by 110 school teachers. Romaniansecondary school situation was the following: Romanian high school inBitolia, led by Adam Coe, had 100 students who had scholarships and wereprepared by 16 teachers, Normal – professional school for girls in Bitoliahad 40 students who had scholarships and 9 teachers, Commercial schoolin Thessaloniki had 47 students, 40 of them had scholarships, preparedby 8 teachers and 2 experts and Commercial School of Ianina that had 55students, 40 of them had scholarships and were educated by 9 teachers.Churches in which the service was officiated in Romanian languagewere: Pleasa, Nicea, Şipca, Elbasan and Moscopole in Albania district,served by 5 priests; Cruşova, Gopeşi, Hrupiştea, Ohrida, Vlaho-Clisurain Bitolia district, served by 11 priests; Abel-Grebena, Perivole-Grebenaand Turia in Epir district, served by 5 priests; Doliani, Lumniţa, Huma,Lungaţa, Oşani, Murihova, Livezi, Cupa and Fetiţa in Epir district, servedby 22 priests. For Romanian primary and secondary schools, for priests andRomanian students with scholarships in the country and Constantinople, theRomanian state has allocated 335,000 lei in the school year 1903-1904 33 .The powerful rebellion in Macedonia in the summer of 1903 andthe new organization of the province headed by Hilmi Pasha, assistedby two delegates, one from Russia and one from Austria-Hungary, witha constabulary reorganized by an Italian general and engaged by foreignofficers, has led to the changing of the attitude of Ottoman authoritiesregarding the partial stagnation of the abuses 34 .The Sultan promised in 1905 to the Romanian Minister in33A.N.I.C., Ministry of Religions and Public Education Fund, file 349/1903, vol.
