Traditional and modern in partnerships and projects practices 417improving the skills of the staff involved, by purchasing newequipment or by improving the existing equipment;• the project, once carried out, must attract a large number andvariety of users and specialists, that complete the project team’sprofessional potential.The project team must find and attract public institutions, organizations,private companies, local authorities and must sign co-operation partnerships.In this context, all the activities organised by The Children’s Departmentaim to develop the children’s knowledge and information skills with thehelp of the library’s specific tools:• promoting books and reading among the users of all ages anddetermining the active and potential readers to include thelibrary in their area of interest, contributing, together with theformal educational system, to the development of learning,communicational and socialization abilities;• training reading skills and promoting reading as a mean ofcommunication between children, children and teachers andchildren and parents;• providing access to a wide range of documents (book and nonbook)that reflect the users’ needs;• meeting the children’s interests and needs of information, learningand spare time activities;• promoting information knowledge among children and teachers;• initiating, diversifying and promoting cultural, educational andinformation projects by organising educational activities, by agegroups, with special themes, that combine reading, hearings,computer, workshop activities, games and that are scheduled at thedemand of teachers from public and private educational institutions;• attracting new groups of users toward The Children’s Department;• improving the technical and material base, thus insuring the optimalconditions for spare time activities through the projects organizedduring the whole school year and holidays;• promoting The Children’s Department services in the localcommunity, by signing partnerships with all the institutionsinvolved in the projects and by making them public through massmediaand on the library’s website (announcements, publications,press releases etc.)The opening of the new “Octavian Goga” Cluj County Libraryheadquarters in <strong>20</strong>02 coincided with the opening of The Children’sDepartment, equipped and arranged according to European standards.
