428 Aurelian Cătălin PopescuAnother aspect certifying the interest for heritage documents is drawnout in article 22, paragraph 3 of the same law, specifying that: Specializedand not specialized public institutions, religious institutions as well aseconomic agents that own classified movable cultural goods on the basis ofdifferent official documents have the obligation to finance the acquisitionand installation of security and fire prevention systems and to ensure aproper microclimate for the protection of movable cultural goods.The necessity of setting up a specialized institution envisagingconservation and restoration of Romanian cultural heritage has been madeofficial by Law no. 182/2000 concerning the safeguarding of the nationalmovable cultural heritage. In this respect, article 56, paragraph 1 of Law182 provides for the creation of the National Institute of Research forConservation and Restoration.The National Institute of Research for Conservation and Restoration isa public institution subordinated to the Ministry of Culture and is assignedto carry out the following activities:a) investigation by proper analytical instruments of the componentmaterials of movable cultural goods, according to their constitutive parts,processing technology and origin;b) conducting experiments with necessary materials for conservationand restoration of movable cultural goods and for removing harmfulbiological agents;c) collaboration with various experts for assessment of cultural goodswhich are classified or in the process of classification;d) advanced training for experts in the field of investigating, conservingand restoring movable cultural goods;e) collaboration with specialized institutions in the country and abroad.The Commission of National Libraries is a national organization setup by common order of the Ministry of Culture and Religious Affairs andthe Ministry of Education and Research in order to coordinate, organizeand solve several problems encountered by Romanian libraries. TheCommission is set up by Library Law no. 34/2002 and it also subordinatesthe subcommission for strategies, programs and projects for librarianshipand professional training.The above mentioned subcommission envisages preservation andconservation of heritage documents collected in libraries and its followingtasks are listed under article 7:––to elaborate strategies and programs for the national library systemand then subject them to approval by common order of the Ministry ofCulture and Religious Affairs and the Ministry of Education and Research;
