Through the invocation of status quo during the period of Ottomanconquer in the Balkans, which lasted from 1913 until 1922.2. Through the invocation of the Albanian Declaration in 1922 whichstated the keeping of the rights of ethnic minorities upon admission ofAlbania in the Nations’ Society.3. Through the identification of a solution following the ad hoc model ofadapting to the new regime of socializing the ethnic schools in Albania.Eventually the first option prevailed 9 , which had been supported byNicolae Titulescu himself, during the time he had worked as Secretaryof State (November <strong>24</strong> th 1927 – November 9 th 1928, October <strong>20</strong> th 1932 –October 1 st 1934, October 10 th 1934 – August 28 th 1936).II.
