National Health Service of the Armed Forces».
The study examines economic responsibility of Public Administrations,
concluding that its regulation is not complete, so different questions
have to be established at the discretion of both Public Administrations and
Justice Tribunals. In the author’s opinion, the administrative liability system,
as a governed guarantee against eventual damages that may be produced
by the action of public authorities, does not constitute, however, a
universal protective system that imposes the provision of compensatory
benefits against the Administration. At the end, it analyzes the contentiousadministrative
jurisprudence that dismisses appeals against the resolutions
of the Social Institute of Armed Forces adopted in economic liability procedures.
