to be reinforced by a clear and comprehensive definition of government
strategy which can be systematically developed to take account of changing
circumstances and can provide a framework within which the Government’s
policies as a whole may be more effectively formulated. For lack of such a
clear definition of strategic purposes and under pressures of the day to day
problems immediately before them, governments are always at some risk
of losing sight of the need to consider the totality of their current policies in
relation to their longer term objectives; and they may pay too little attention
to the difficult, but critical, task of evaluating as objectively as possible the
alternative policy options and priorities open to them” (cmnd 4506: 315).
Uit deze analyse volgde het voorstel om “a small multidisciplinary central policy
review staff in the Cabinet Office” op te richten (ibid.: 315). Hij zou vallen onder de
verantwoordelijkheid van de premier, maar werken voor het collectief van ministers.
De organisatie kreeg de volgende taken:
“to enable them [the ministers - agk] to take better policy decisions by assisting
them to work out the implication of their basic strategy in terms of
policies in specific areas, to establish the relative priorities to be given to the
different sectors of their programme as a whole, to identify those areas of policy
in which new choices can be exercised and to ensure that the underlying
implications of alternative courses of action are fully analysed and considered”
(ibid.: 315, 316).
Al in deze fase wordt aandacht besteed aan de relatie van het nieuwe instituut met
de bestaande departementen. De nieuwe staf zou niet werk moeten overnemen van
die departementen, maar zou juist samenwerking moeten zoeken om erin te slagen
beleid van individuele departementen te verbinden met de gezamenlijke overheidsstrategie.
The Central Policy Review Staff (CPRS)
Nadat de oprichting van de cprs is aangekondigd in oktober 1970, start de organisatie
pas in februari 1971 vanwege moeilijkheden bij het vinden van een directeur. De
eerste directeur, Lord Rothschild, zou uiteindelijk vier jaar aanblijven en was van
grote invloed op de vormgeving van de cprs. Rothschild was een gerenommeerd
wetenschapper, net gepensioneerd als de onderzoekscoördinator van the Royal
Dutch Shell Group. In de beginperiode, tijdens zijn eerste bijeenkomst met de premier,
was het hem niet duidelijk wat de bedoeling van de overheid was met de cprs.
