La actualidad exige una nueva diplomacia que<br />
responda a la forma en la que los gobiernos intentan<br />
gestionar este poder blando. Una diplomacia<br />
pública entendida como “el conjunto<br />
de estrategias e instituciones deseadas para la<br />
proyección de la imagen de un país en la opinión<br />
pública internacional” (Melgar, 2010; 28),<br />
orientada a generar empatía con los múltiples<br />
actores de las relaciones internacionales, capaz,<br />
no sólo de generar emoción sino de crear vinculación,<br />
a través de la interactividad, el diálogo y<br />
el conocimiento de los otros.<br />
Una diplomacia en la que confluyan las estrategias,<br />
estructuras, procedimientos y herramientas<br />
que hemos visto en estas páginas; que sea “a<br />
la vez pública y privada, tanto de masas como<br />
de élites, en tiempo real, y, al mismo tiempo,<br />
deliberativa”, como señalaba David Miliband.<br />
Una estrategia de diplomacia pública basada en<br />
un marca país al servicio de una política exterior<br />
clara.<br />
