This is all the more significant if it is borne inmind that, if breeding sites and resting places are lost, ecological functionality, in a spatialcontext, for the affected species can rarely be preserved through the usage of adjacenthabitats. Moreover, to demonstrate this convincingly is even more difficult. Againstthis background, when infrastructural projects damage or destroy breeding sites andresting places, the scope for implementing CEF-measures must be reconsidered, andsuch measures must be taken, if appropriate.On the other hand, it also became clear that CEF-measures have to meet strict requirements,and that there are species and cases for which CEF-measures are not possible inthe way experts would like. Key challenges are often the development periods for thehabitats to be created for the species and the requisite reliability of forecasts relating tothe success of the measures.Not least, CEF-measures provide a chance of implementing more sophisticated, and alsomore target-oriented, compensatory nature-conservation measures and, in addition, ofstriking out along new paths towards the “earlier” implementation of measures that arewidely being called for in other quarters (e.g. for measures to ensure coherence of theNatura 2000 network).93
