Rahmenbedingungen für die Wirksamkeit von Maßnahmen des Artenschutzes bei Infrastrukturvorhabenlected species and evaluated in terms of their suitability. The results are summarized inthe form of species fact-sheets. Evaluation was based on the analysis of published work,the questioning of various authorities, and expert opinions obtained with the aid of researchworkshops and direct interviews.A major outcome of the project is a uniform valuation scheme for weighting the suitabilityof CEF-measures, based on operationalized scales of both the development period andthe probability of the success of the measures. By comparing these parameters, using aspecial matrix, all of the measures suggested for the various species are evaluated uniformlyin terms of their suitability as CEF-measures.The table below provides an overview of the species examined and shows, for each species,the number of measures examined and the number of measures with a high, medium,or low suitability as CEF-measures. This permits a general conclusion, i.e. disregardingspecial individual cases, as to whether or not problems regarding a given speciescan be coped with successfully using CEF-measures.The table shows that CEF-measures are feasible for a large number of species, providedthat the prerequisites are met. Since it was a primary objective of the project to specifythe underlying conditions on which certain types of measures are suitable as CEFmeasures,the assessment of suitability was based on rather narrowly defined startingconditions. In practice, therefore, there may frequently be cases in which the relevantstarting conditions are not met, so that the true suitability of a measure is shown lessfavourably than would be possible in principle under favourable terms.For three of the species examined, no high-value CEF-measures could be found. Theseare the middle-spotted woodpecker, the hermit beetle and the large blue butterfly. Thefirst two inhabit biotopes that require exceptionally long development periods. In the caseof the large blue, further research is required owing to the lack of data about the establishmentof a sufficient number of host ants.In general, it should be noted that most species and measures still lack well-documentedefficiency controls. To fill these gaps in knowledge, especially those relating to the requisiteforecasts of success, the enhanced monitoring of CEF-measures is imperative.91
