Shrimp (Pandalus borealis) is by far the most important species in the<br />

Greenland <strong>fisheries</strong> and the present basis <strong>of</strong> Greenland's economy (90% <strong>of</strong> total<br />

exports and 30% <strong>of</strong> the world supply <strong>of</strong> cold water shrimp). To provide<br />

guidance on the effects <strong>of</strong> yield from management measures designed to reduce<br />

the quota by 20% for 1993, this paper presents a bioeconomic analysis based on<br />

estimates <strong>of</strong> the total mortality, growth, discard, and the 1991 operating<br />

costs that determines the resource rent and optimum effort <strong>of</strong> the shrimp<br />

fishery in the Davis Strait. Effort must be reduced by at least 40% compared<br />

to the 1991 level to obtain MEY. The gain in economic rent is estimated to be<br />

at least 19% compared to the economic rent <strong>of</strong> 1991.<br />

This paper presents a bioeconomic analysis determining the resource rent<br />

and optimum effort <strong>of</strong> the shrimp (Pandalus borealis) fishery in the Davis<br />

Strait taking into account the discard behavior <strong>of</strong> the fleet. It is<br />

demonstrated that from an economic point <strong>of</strong> view the shrimp stock in the Davis<br />

Strait is substantially overfished. To obtain the maximum economic yield, the<br />

effort must be reduced by at least 40% compared to the effort level <strong>of</strong> 1991.<br />

The gain in resource rent by reducing effort is estimated to be at least 20%<br />

compared to the resource rent <strong>of</strong> 1991.<br />

problems and lists the goals and objectives necessary to manage the shrimp<br />

resources <strong>of</strong> the Gulf <strong>of</strong> Mexico and provide optimum sustained benefits for the<br />

nation. The fishery is described, shrimp producing zones <strong>of</strong> the region are<br />

identified for preservation and improvement, and statistics collection is<br />

facilitated. The report promotes research in bio-social-economic model<br />

development, development <strong>of</strong> a regional management plan, and extension<br />

education <strong>of</strong> shrimp fishermen.<br />

The first regional management plan (Christmas and Etzold, 1977) was<br />

adopted and implemented by the Gulf State-Federal Fishery Management Board in<br />

1977. Results <strong>of</strong> ongoing review and evaluation <strong>of</strong> research and management<br />

achievements warranted a revised management plan. The goal <strong>of</strong> the plan is to<br />

develop a gulf menhaden management strategy that will allow an annual maximum<br />

harvest that protects the stock from overfishing on a continuing basis.<br />
