The main thesis <strong>of</strong> this paper is that optimal control theory is formally<br />

identical with capital theory, and that its main insights can be attained by<br />

strictly economic reasoning. This thesis will be supported by deriving the<br />

principal theorem <strong>of</strong> optimal control theory, called the maximum principle, by<br />

means <strong>of</strong> economic analysis.<br />

demonstrated and the benefits <strong>of</strong> improved accuracy and efficiency are now<br />

evident. Finally, the proceedings contain specific recommendations on various<br />

aspects <strong>of</strong> survey design, abundance estimation and trawl technique to form a<br />

resource damage assessment and compensation framework and a review <strong>of</strong> several<br />

framework to achieve its objectives. The Superfund Act as amended establishes<br />

a federal regulatory structure that provides a legal "legitimization" for the<br />

use <strong>of</strong> economic based nonmarket valuation techniques in judicial proceedings<br />

involving natural resource injuries resulting from oil and hazardous waste<br />
