ecosystem considerations. Political pressure has led to the setting <strong>of</strong> TACs<br />

at levels beyond maximum sustainable yield. Bycatch and under reporting<br />

continue to be major problems in the <strong>fisheries</strong>, as the system is difficult to<br />

enforce and monitor. The creation <strong>of</strong> private property rights has proven<br />

effective in expanding the New Zealand fish trade into international markets,<br />

but many species remain overfished. In addition, the system requires that the<br />

government compensate quota holders when a decision to lower TAC levels is<br />

made.<br />

While the New Zealand QMS is attractive in theory, in practice it has a<br />

number <strong>of</strong> drawbacks, and is not a panacea for long term conservation <strong>of</strong><br />

<strong>fisheries</strong>. Others intending to embark along similar lines to New Zealand s<br />

<strong>fisheries</strong> management system would be well advised to critically examine its<br />

present deficiencies.<br />

The shrimp industry in the Gulf <strong>of</strong> Mexico is dominated by owner operated<br />

shrimp boats. These businessmen are interested in a lifestyle as well as<br />

earning a pr<strong>of</strong>it. The lifestyle is one not faced by the investor choosing not<br />

to operate his shrimp boat. Absentee owners generally experience higher<br />

repair and maintenance costs, higher insurance costs and lower shrimp catches.<br />

Understanding the situation faced by an absentee owner compared to the<br />

experienced owner operator will be helpful in making your investment<br />

decisions. Also, there are already a large number <strong>of</strong> shrimpers competing with<br />

expensive boats for a fully utilized supply <strong>of</strong> shrimp. Thus, the skills and<br />

number <strong>of</strong> your competitors in shrimping must be considered before you invest<br />

in the business.<br />

Because species survival is not certain, the decision to save a<br />

species is not an all-or-nothing choice but rather a marginal one. The<br />

appropriate unit for both benefit and cost functions is the likelihood <strong>of</strong><br />

survival and the appropriate question is how certain we want to be <strong>of</strong> species<br />

survival. The intensity <strong>of</strong> the species preservation debate is also fired by<br />

strong equity concerns. We illustrate these points for the case <strong>of</strong> the<br />

northern spotted owl by constructing a marginal cost curve for its survival<br />

and by disaggregating welfare loss by region and by market level.<br />
