It has been concluded that the industrial fishing fleet represents the<br />

greatest part <strong>of</strong> economic waste in <strong>fisheries</strong>. The actions required by states<br />

in exercising control over their fleet capacities are severe; the estimates<br />

are for a fleet reduction <strong>of</strong> between 41 and 47 percent. Although the 1995 UN<br />

Agreement does not include provisions for reducing fleet capacity, regional<br />

fishery organizations may be able to adjust limit reference points to lower<br />

catch levels to include excess capacity and its effect in undermining<br />

conservation and management measures. There is an urgent need to improve the<br />

transparency for monitoring fleet size, implementing an international standard<br />

measurement for fishing vessels, establish reporting <strong>of</strong> high seas catches in<br />

the FAO statistics, and encourage international attention to the special<br />

problem <strong>of</strong> flags <strong>of</strong> convenience.<br />

The southeast shrimp processing industry has been examined from an<br />

economic perspective. Results show that while the number <strong>of</strong> plants decreased<br />

during the 1973-88 period, the production activities, as measured by total<br />

pounds, increased. Most <strong>of</strong> this increased activity was due to peeled product.<br />

Though processing activities in terms <strong>of</strong> pounds being processed has been<br />

increasing, the deflated value <strong>of</strong> these processing activities has exhibited no<br />

growth since the mid 1970's due to a sharp decline in the deflated price <strong>of</strong><br />

all forms <strong>of</strong> processed shrimp; i.e., raw headless, peeled, breaded, and<br />

others.<br />
