This paper uses a two step estimation procedure to estimate structural<br />

demand and supply equations for urban air quality. In the first step, a<br />

hedonic price equation is estimated for residential property values for<br />

Washington, D.C. SMSA for 1970. In the second step, a set <strong>of</strong> marginal hedonic<br />

prices is generated. Theses prices and the quantity <strong>of</strong> clean air (reciprocal<br />

<strong>of</strong> air pollution) are used as endogenous variables in a simultaneous equation<br />

model. Empirical results indicate a price elasticity <strong>of</strong> demand between -1.2<br />

and -1.4 and a unitary income elasticity.<br />

The Tobit model is a useful tool for estimation <strong>of</strong> regression models<br />

with truncated or limited dependent variables, but it requires a threshold<br />

which is either a known constant or an observable and independent variable.<br />

The model presented here extends the Tobit model to the censored case where<br />

the threshold is an unobserved and not necessarily independent random<br />

variable. Maximum likelihood procedures can be employed for joint estimation<br />

<strong>of</strong> both the primary regression equation and the parameters <strong>of</strong> the distribution<br />

<strong>of</strong> that random threshold.<br />

Capacity utilization (CU) is usually defined as the ratio <strong>of</strong> actual<br />

output to the output corresponding to (i) the minimum point on the SRATC<br />

curve, (ii) the point <strong>of</strong> tangency between the LRATC and SRATC curves. In<br />

practice, however, CU is <strong>of</strong>ten measured as the ratio <strong>of</strong> actual to the maximum<br />

potential output consistent with a given capital stock. This paper<br />

demonstrates how to estimate the theoretical measures <strong>of</strong> CU, and examines the<br />

correlation between the three measures <strong>of</strong> CU, and the McGraw-Hill estimates <strong>of</strong><br />

CU, using data from a sample <strong>of</strong> U.S. privately owned electric utilities for<br />

1961-83.<br />
