The report discusses the theory <strong>of</strong> travel cost models and explains the<br />

reasons for selecting a particular type <strong>of</strong> model, a random utility model<br />

(RUM), to develop and apply in this study. The section also describes the<br />

specification and data for the random utility model developed for the Indian<br />

River Lagoon and the regression analysis performed with the model. Finally,<br />

the section describes the results <strong>of</strong> the modeling effort: the estimated value<br />

<strong>of</strong> access to the Lagoon for recreational fishing and the value <strong>of</strong> increased<br />

catch rates for all Lagoon species and for popular nearshore target species<br />

(redfish, snook, and seatrout).<br />
