The Council is currently developing Amendment 8 to the snapper grouper<br />

FMP. The proposed actions include additional regulations for (1) greater<br />

amberjack in Monroe County, Florida; (2) yellowtail snapper; (3) multi-day bag<br />

limits; (4) prohibiting possession <strong>of</strong> fish traps in the south Atlantic EEZ to<br />

increase enforcement; (5) specifying the time when commercial permits are<br />

available; and (6) limiting access based on the number <strong>of</strong> permitted fishermen<br />

that have complied with all reporting requirements. At its February 1995<br />

meeting in St. Augustine, Florida, the Council referred the proposed action<br />

limiting access to the snapper grouper fishery to the Controlled Access<br />

Committee as the appropriate committee to develop actions for controlled<br />

access. This document presents various options for controlled access to the<br />

snapper grouper fishery.<br />

The individual transferable quota (ITQ) program for wreckfish in the<br />

south Atlantic was first implemented during the 1992-1993 season. The program<br />

has now entered its third year and so far no changes have been made to the<br />

initial actions that established the ITQ program. A monitoring program has<br />

been tracking landings, shares and coupons transactions, among others and has<br />

provided information to the stock assessment group that meets annually to<br />

evaluate the status <strong>of</strong> the fishery. This paper presents a brief background <strong>of</strong><br />
