undertaken a lengthy exploration <strong>of</strong> alternative management systems. This<br />

document is designed to provide the public with an analysis os the likely<br />

effects and trade<strong>of</strong>fs associated with an IFQ system. This includes rationale<br />

for consideration and rejection <strong>of</strong> other alternative management systems, such<br />

as license limitation and annual fishing allotments as well as detailed<br />

analysis <strong>of</strong> alternative forms <strong>of</strong> an IFQ system.<br />

The Council has defined as a problem the risk <strong>of</strong> resource preemption by<br />

one industry sector upon another. Several management alternatives have been<br />

proposed by the industry and refined by the Council to address this problem.<br />

This analysis is designed to provide the public and the decision makers with<br />

an understanding <strong>of</strong> the trade <strong>of</strong>fs; the costs and benefits <strong>of</strong> each alternative<br />

in addressing the problem. The effectiveness <strong>of</strong> these alternatives in<br />

successfully solving the preemption problem is presented in the analysis.<br />

these documents have previously undergone NEPA review, prior to the approval<br />

<strong>of</strong> an IFQ program for these <strong>fisheries</strong>. However, an additional, supplemental<br />

analysis to both <strong>of</strong> these documents is provided with this submission to<br />

solicit additional public comment on the potential impacts to the human<br />

environment <strong>of</strong> the IFQ program recommended by the North Pacific Fishery<br />
