Using microeconomic principles, it can be shown that if the trustee<br />

government selects resource management policies that create incentives counter<br />

to efficient production or impose wasteful procedures on the private lease<br />

operator, the cost <strong>of</strong> these policies is paid out <strong>of</strong> economic rent and is borne<br />

by the public in the form <strong>of</strong> reduced living standards. The goal <strong>of</strong> resource<br />

conservation is not served.<br />

This chapter contains a theoretical and empirical investigation <strong>of</strong> the<br />

traditional method <strong>of</strong> issuing federal OCS leases, cash bonus bidding with a<br />

fixed royalty. This method <strong>of</strong> leasing has been criticized for restricting<br />

competition and failing to return the fair market value <strong>of</strong> public lease rights<br />

to the government. Results <strong>of</strong> our empirical analysis <strong>of</strong> the traditional bonus<br />

bid leasing system are reported, based on 1,223 federal Gulf <strong>of</strong> Mexico leases<br />

issued from 1954 through 1969, with a record <strong>of</strong> oil and gas production<br />

extending through 1979. This empirical research was designed to answer the<br />

questions raised by critics <strong>of</strong> bonus bid leasing: Are the results the outcome<br />

<strong>of</strong> competitive market process? Did the government get fair value for its<br />

lease rights?<br />

Because a given management strategy has proved successful in a single<br />

method fishery, it should not be assumed that it is appropriate for a multipurpose<br />

fishery, that is much more complex. For a multi-purpose fishery to be<br />

managed to its best advantage its special characteristics must be recognized<br />

and a scheme developed that makes due allowance for the strengths and<br />

weaknesses <strong>of</strong> these characteristics.<br />
