This paper examines the conditions under which management with<br />

individual transferable quotas might be successfully implemented in a<br />

multispecies fishery. The first section briefly describes the concept <strong>of</strong><br />

individual transferable quotas, while the second and third sections identify<br />

its advantages and disadvantages as a method <strong>of</strong> fishery management. More<br />

detailed discussions are available in the papers by Waters (1991) and Copes<br />

(1986). The fourth section examines the complications <strong>of</strong> applying individual<br />

transferable quotas in a multispecies fishery and identifies conditions under<br />

which the method might be successfully implemented. The fifth section<br />

discusses several characteristics <strong>of</strong> the snowy grouper and tilefish <strong>fisheries</strong><br />

along the U.S. south Atlantic coast to see if individual transferable quotas<br />

are likely to be successful if implemented there.<br />

limit for red snapper from 15 to 14 inches determines a net benefit <strong>of</strong> $23,650<br />

change in revenue for one year in the fishery.<br />

This report summarizes the results <strong>of</strong> a survey <strong>of</strong> reef fish fishermen in<br />

the southeastern U.S. waters. The primary objective <strong>of</strong> the survey was to<br />

collect information needed to describe the financial performance <strong>of</strong> commercial<br />

reef fish vessels in the Gulf <strong>of</strong> Mexico. Results are presented in terms <strong>of</strong><br />

group averages, frequency distributions, and other methods <strong>of</strong> summarization as<br />

needed to maintain the confidentiality <strong>of</strong> individual respondents. The<br />

ultimate aim <strong>of</strong> the study is to determine the economic effects <strong>of</strong> regulation<br />

in the commercial reef fish fishery. Regulation affects fishermen through<br />

constraints on how and when they may fish and what they may catch and keep.<br />

The economic effects <strong>of</strong> a particular rule would be calculated as the<br />

difference between net revenues with and without that rule.<br />
