On Measuring Existence Value. Land Economics,<br />

The prevailing consensus that existence value can only be measured by<br />

contingent valuation is questioned. The concern is over pure existence<br />

value, a change in welfare when a public good changes that leaves no trace in<br />

behavior. Pure existence value may well be more a consequence <strong>of</strong> the simple<br />

models used to characterize nonuse value than a reflection <strong>of</strong> how people value<br />

public goods. If so, nonuse value can in principle be obtained from observing<br />

behavior as well as from asking questions, which <strong>of</strong>fers a prospect for crosschecks<br />

and corroboration using both approaches. Some possibilities for<br />

empirical measurement are suggested.<br />

Linear programming based models <strong>of</strong> individual multispecies groundfish<br />

operations in the Bering Sea/Aleutian Islands area are developed and applied<br />

to the question <strong>of</strong> determining efficient bycatches. The policy tool is<br />

halibut quotas, which restrict the bycatch <strong>of</strong> halibut and also induce changes<br />

in the target species catch composition and bycatch <strong>of</strong> other prohibited<br />

species. Efficient quotas can be interpolated from the locus <strong>of</strong> shadow values<br />

for discrete halibut quotas relative to the opportunity cost <strong>of</strong> prohibited<br />

species bycatch induced by the policy set quotas on halibut bycatch. Because<br />

<strong>of</strong> information limitations intrinsic to <strong>fisheries</strong> management, the efficient<br />

halibut quotas are considered in the context <strong>of</strong> ranges <strong>of</strong> marginal value and<br />

marginal opportunity cost developed using short and long run groundfish<br />

fishery models and standard error estimates <strong>of</strong> opportunity cost.<br />

North Pacific Ocean. Data routinely collected by federal and state <strong>fisheries</strong><br />

<strong>of</strong>ficials on catch and revenue by species, week, and operation are used to<br />

identify the aggregate restricted quasi-rent function for the fishery by<br />

estimating the associated system <strong>of</strong> inverse demands for species quotas. The<br />

model is estimated using data for the 1991 and 1992 seasons, and separability<br />

and nonjointness <strong>of</strong> the technology are tested for and rejected.<br />
