A sociopolitical model <strong>of</strong> marine resource conflicts was elaborated using<br />

the Turtle Excluder Device (TED) conflict and protest as an illustrative case.<br />

The model is grounded in the theories and perspectives <strong>of</strong> four relevant<br />

sociopolitical perspectives: 1) public policy/public administration, 2)<br />

environmental sociology, 3) collective behavior, and 4) economic power and<br />

labor organization/labor disputes. The approach combines the four<br />

perspectives into a single vision. The model focuses (1) both objective<br />

interests and subjective values in conflict, (2) conflict history as the unit<br />

<strong>of</strong> analysis, (3) the roles <strong>of</strong> government; (4) the role <strong>of</strong> science, and (5) the<br />

social impacts.<br />

Much <strong>of</strong> the information necessary to make allocation decisions is either<br />

unavailable or dated. Therefore, the need for timely social and economic data<br />

is critical to Commission decision making. Such information must be<br />

specifically collected to determine social and economic impacts, economic<br />

values placed on the resource by different groups, market demand for different<br />

product forms, and the identification <strong>of</strong> import and export channels. This<br />

project will use survey research to address allocation questions for the<br />

coastal pelagics, specifically the king and spanish mackerels. Includes a<br />

fishery bycatch problems. Market-based incentives have several advantages<br />

over more traditional command and control approaches, including cost-effective<br />

allocations <strong>of</strong> environmental controls; incentives for firms to seek<br />

technological solutions; flexibility; returns to the public for the use <strong>of</strong> its<br />

resources; and lower administrative costs in some cases.<br />
