The National Marine Fisheries Service proposes to implement a regulatory<br />

amendment for the 1995 Atlantic bluefin tuna fishery consistent with<br />

recommendations from the 1993 and 1994 meetings <strong>of</strong> the International<br />

Commission for the Conservation <strong>of</strong> Atlantic Tunas (ICCAT). Five national<br />

quota alternatives are examined, in combination with four domestic quota<br />

allocation alternatives, as well as three access control alternatives. There<br />

are clear trade<strong>of</strong>fs between the commercial and recreational fishery in<br />

establishing domestic quota allocations. Overall, long term economic gains,<br />

whether from commercial net revenues or angler consumer surplus or a<br />

combination <strong>of</strong> the two, can only occur under short term economic losses.<br />

Access control alternatives address overcapitalization in the fishery and vary<br />

widely in operation and effects on the fishery, such as equitability,<br />

acceptability, management costs, employment, and overall economic efficiency.<br />
