A class <strong>of</strong> differentiated products is completely described by a vector<br />

<strong>of</strong> objectively measured characteristics. Observed product prices and the<br />

specific amounts <strong>of</strong> characteristics associated with each good define a set <strong>of</strong><br />

implicit or "hedonic" prices. A theory <strong>of</strong> hedonic prices is formulated as a<br />

problem in the <strong>economics</strong> <strong>of</strong> spatial equilibrium in which the entire set <strong>of</strong><br />

implicit prices guides both consumer and producer locational decisions in<br />

characteristics space, buyer and seller choices, as well as the meaning and<br />

nature <strong>of</strong> market equilibrium, are analyzed. Empirical implications for<br />

hedonic price regressions and index number construction are pointed out.<br />

Most U.S. <strong>fisheries</strong> are open access. There are currently only 5 fishery<br />

management plans (out <strong>of</strong> 43) that control access to the resources they cover.<br />

However, some form <strong>of</strong> limited access has been approved by Fishery Management<br />

Councils for another 15 <strong>fisheries</strong> and limited access is being considered in 12<br />

more cases. In most <strong>of</strong> the plans, a moratorium on new entrants has closed<br />

access. In a number <strong>of</strong> others, individual transferable quota systems are<br />

being developed.<br />

The precautionary approach to fishery management seeks to protect<br />

fishery resources from fishing practices that may put their long term<br />

viability in jeopardy. To take appropriate precautions, fishing activities<br />

may need to be controlled even before there is clear scientific evidence that<br />

current practices can not be sustained by the resource. To develop fishery<br />

control policies, biological reference points are needed for measuring current<br />

resource status and the projected effects <strong>of</strong> fishing.<br />
