A team (6 to 10 individuals) with expertise in stock assessment and the<br />

development <strong>of</strong> management guidelines will be responsible for drafting the<br />

guidelines. The team will meet 3 to 4 times to discuss areas that need to be<br />

covered in the guidelines, to develop an outline for the guidelines, and to<br />

review the draft guidelines and make revisions. It is anticipated that a<br />

variety <strong>of</strong> analyses may be necessary and that team members may be tasked with<br />

conducting such analyses. The initial draft will be written by 2 or 3 <strong>of</strong> the<br />

team members with input, discussion and review by the entire team. The<br />

National Stock Assessment Workshop, to be held in February 1998, will provide<br />

a forum for discussion and collaboration among NMFS assessment scientists.<br />

NMFS issues this final rule to implement Amendment 9 to the Fishery<br />

Management Plan for the Shrimp Fishery <strong>of</strong> the Gulf <strong>of</strong> Mexico (FMP). Amendment<br />

9 requires, with limited exceptions, the use <strong>of</strong> certified bycatch reduction<br />

devices (BRDs) in shrimp trawls in the exclusive economic zone (EEZ) in the<br />

Gulf <strong>of</strong> Mexico shoreward <strong>of</strong> the 100 fathom (fm) (183 meter) depth contour west<br />

<strong>of</strong> 85 o 30' W. long.; sets the bycatch reduction criterion for the<br />

certification for BRDs; and establishes an FMP framework procedure for<br />

modifying the bycatch reduction criterion, for establishing and modifying the<br />

BRD testing protocol and its specifications, and for certifying and<br />

decertifying BRDs. The intended effects are to reduce the unwanted bycatch<br />

mortality <strong>of</strong> juvenile red snapper and, to the extent practicable, not<br />

adversely affect the shrimp fishery in the Gulf <strong>of</strong> Mexico.<br />
