After examining the properties <strong>of</strong> several alternative forms <strong>of</strong><br />

marketable permit systems for the control <strong>of</strong> air pollution, this paper<br />

proposes a system <strong>of</strong> pollution <strong>of</strong>fsets as the most promising approach. Under<br />

the pollution <strong>of</strong>fset scheme, sources <strong>of</strong> emissions are free to trade emission<br />

permits subject to the constraint <strong>of</strong> no violations <strong>of</strong> the predetermined air<br />

quality standard at any receptor point. The paper shows that the pollution<br />

<strong>of</strong>fset system has the capacity to achieve the predetermined standards <strong>of</strong> air<br />

quality at the minimum aggregate abatement cost, while making comparatively<br />

modest demands both on the sources and on the administering agency.<br />

This paper studies performance <strong>of</strong> both point and interval predictors <strong>of</strong><br />

technical inefficiency in the stochastic production frontier model using a<br />

Monte Carlo experiment. In point prediction we use the Jondrow et al. (1980)<br />

results, while for interval prediction the Horrace and Schmidt (1996) and<br />

Hjalmarsson et al. (1996) results are used. When ML estimators are used we<br />

find negative bias in point predictions. MSEs are found to decline as the<br />

sample size increases. The mean empirical coverage accuracy <strong>of</strong> the confidence<br />

int3rvals are found to be significantly below the corresponding theoretical<br />

confidence levels for all values <strong>of</strong> the variance ratio.<br />

minds <strong>of</strong> fishery managers the world over. In the artisanal, small-scale<br />
