Efficiency in an open access fishery may involve a permanent increase in<br />

the total expenditure <strong>of</strong> factors employed in the fishery as opposed to a<br />

reduction in total fishing effort as proposed by Smith (1969). This result is<br />

obtained without modification <strong>of</strong> the basic ingredients <strong>of</strong> the fishery model.<br />

Using a somewhat different biological mechanism, a decrease in population<br />

under regulation is possible. Throughout the analysis, problems <strong>of</strong> mesh size<br />

and crowding are abstracted from, concentrating exclusively on the effect <strong>of</strong><br />

effort on population using steady state solutions.<br />
