Technical efficiency <strong>of</strong> rural water utilities is determined using<br />

frontier production functions. An indirect production function is developed<br />

to model the two-step production process <strong>of</strong> a local government controlled<br />

firm. Data from 26 rural Nevada water utilities are used to estimate<br />

inefficiency in terms <strong>of</strong> firm specific variables. A multi step estimation<br />

procedure is used instead <strong>of</strong> single step maximum likelihood estimation. Model<br />

selection tests are used to choose the best model. Privately owned utilities<br />

are most efficient; self-governing water districts are the least efficient.<br />

Municipal governments operate the most and least efficient utilities.<br />

In 1983, the European Community agreed on a management and conservation<br />

regime for <strong>fisheries</strong> resources by adopting the EEC regulation n o 170/83. This<br />

has been one <strong>of</strong> the main text <strong>of</strong> the Common Fisheries Policy for ten years.<br />

It gave a major place to Total Allowable Catch (TAC) by stock or by group <strong>of</strong><br />

stock.<br />

After ten years <strong>of</strong> implementation <strong>of</strong> this regime, the European<br />

Commission admitted that it had some large insufficiencies (ECC, 1991). The<br />

EEC regulation n o 3760/92, which has replaced the EEC regulation n o 170/83<br />

since the end <strong>of</strong> 1992, put some stress on other management instruments, e.g.<br />

licenses, and on the possibility <strong>of</strong> using TACs by fishery or over several<br />

years. Nevertheless, the annual TAC by stock appears to still have a future<br />

and it seems interesting to look at data in the debate on their performance.<br />
